Apparently they HAD to do SOMETHING, but since Peruvians are crafty bastards, they reworded, and pressed for some..."exemptions" which basically means they renamed all the ads to adult services (inwardly), so plausible deniability can be observed by the self image conscious politicians, that way they can say that they did NOT sit by idly while society went to hell in a handbasket...

even though they try to stick to issues that are very public instead of fixing the things the public needs but don't draw too much attention.
