It's a short to say "Que tal te va" or "Como te va", the equivalent of "How are you?".

You can just answer "Bien y tu?" which means I'm OK and you?
OR you can answer by saying again Que Tal!

It's a very informal sallutation.

Peru seems to be a very formal culture; harder to understand than my lessons in the Dominican Republic. For example, things go better for me, now that I use the word 'usted' instead of 'tu'.
